The Assistant program Manager  will be required to work independently toward carrying out WSO standards utilizing the knowledge and application of WIOA policies and regulations. Shall direct and coordinate the activities of other employees to facilitate desired performance outcomes. This position involves maintaining a job seeker case load, providing career counseling, and instructing on job preparedness skills.  This position will be in-person at the Salem, Woodburn, or McMinnville Worksource Center.

The Assistant Program Manager must be a strong team leader with a dedicated work ethic and performance driven.


Responsibilities
50% 

Manage a Case Load

  • Ensure confidentiality of all files and records, maintaining compliance with federal, state, and local laws, regulations, guidance, policies, and procedures.
  • Present information to potential participants regarding services and eligibility requirements of the WIOA program in both group and individual settings.
  • Enroll clients per WIOA regulations; collecting and documenting appropriateness prior to service delivery, ensure proper signatures as required on all forms, entering all necessary information into iTrac and documentation in the participant case file.
  • Administer assessments and develop Individual Employment Plans (IEP).
  • Make necessary contacts with participants moving through the continuum of encouraging participation, progress, retention, and positive outcomes.
  • Refer participants to appropriate services for needs outside of the scope of WIOA.
  • Deliver and document supportive services to overcome barriers to education and employment.
  • To maintain accurate participant files and records according to program guidelines.
  • Submit all necessary forms, bills, invoices, and other paperwork

Supervise staff.

  • Conduct compliance inspection on participant and fiscal documentation, prepare constructive feedback and present constructive feedback to individual staff.
  • Provide ongoing support to staff from Coos, Curry and Douglas 
  • Other duties assigned by program manager.

Communications/Networking

  • Assist in troubleshooting problems, complaints, or concerns.
  • Serves as a member of various committees as requested.
  • Assists in developing flyers, brochures, success stories and other methods to advertise job placement activities.
  • Plans and implements positive publicity.
  • Attending meetings, maintaining contacts with various eligible training providers, and employers that are involved in job placement/training activities.

Qualifications

Bachelor’s degree in relevant field, with related work experience preferred in WIA/WIOA, job development, case management and/or human resources. Two years supervisory experience and program management. Any acceptable combination of experience and training which demonstrates the ability to supervise staff, as well as work with program participants and with the private sector employers. Successful track record of achieving and exceeding performance targets on a regular basis.
