Under the guidance of the Workforce Manager, the Youth Talent Advisor will provide services, outreach and recruitment in local area high schools within the confines of the Workforce Innovation & Opportunity Act. Workforce Innovation & Opportunity Act (WIOA) is designed to help In School (IS) and Out of School (OS) Youth access employment, education, training, and support services to succeed in the labor market and to match employers with the skilled workers they need. This position is a full time position through the school year only, therefore the employee will be off during the summer when the students are not in school. 

It is intended to provide a rich array of age-appropriate services that target youth ages 14-24 that face multiple barriers to successful education and employment. The program serves students currently enrolled in school and youth who are not engaged in education and are interested in furthering their education and preparing for the workforce.

Responsibilities
  • Recruit, enroll, assess, case manage, and job coach WIOA Participants in WIOA Program.
    Recruit – Outreach and Recruit qualified youth into WIOA program. Recruit by articles in local papers and organizations announcements, flyers, presentations in classrooms and at organized events, announcements at agency meetings and word of mouth.
    Enroll – Explain WIOA program, services and expectations, collect and maintain applicants’ eligibility documents and complete Intake Process and Eligibility.
    Assess – Administer Workforce relevant approved assessments, assess needs, strengths, interests and aptitudes of participants in individual and group settings.
    Case Manage – Regular weekly contact/conversation with active WIOA Participants and monthly contact with follow-up WIOA Participants. Support WIOA Participants to be successful at their Work Experience site including job descriptions, established work schedules, work attire, transportation, etc. Support WIOA Participant in meeting education and/or employment goals. Actively problem solve work-site or educational concerns. Consider and connect Participants to partners and other support services, providing support for successful engagement.
    Job Coach – Support and train Participants in resumes, reference pages, job applications. Provide regular support on job site performance, interview techniques, in-depth job search skills and techniques.
    Outreach - Travel to and meet with School Liaisons and students at their school on a regular basis.
    Communication - Using current technologies develop a strategy for facilitating communication with and among Liaisons and students.
    Leadership - Coordinate group meetings, communications or other activities that would be desirable for youth programs and mitigate rural youth out-migration.
  • Present to other appropriate organizations information about the youth program to ensure the community is aware of the program and can make referrals of young adults when appropriate.
  • Participate in on-going training that will assist in enhancing the Youth Talent Advisor knowledge and skills in order to perform job functions.
  • To perform tasks and duties as assigned and approved by the Workforce Manager at SCBEC.
Qualifications
  • B.A. or B.S. in Education, Human Services or related field is preferred. However, experience may be substituted for education depending on relevance and verifiability.
  • Minimum 2 years’ experience working with youth and young adults.
  • Minimum 1 year experience in a similar program with responsibilities of program development, tracking activities, outcomes and maintaining case files.
  • Ability to pass background check.
  • Valid Driver’s License with reliable vehicle.
  • Proficiency in all Microsoft Office applications, including Word, Excel, Outlook, and PowerPoint. Database experience a plus.
Preferred Qualifications
  • Knows and understands WIOA Youth performance measures and 14 required service elements.
  • Strong communication skills, both written and verbal. Ability to relate to people from various socio-economic backgrounds.
  • Ability to communicate benefits and goals of programs effectively to a wide variety of audiences, in both individual and group formats.
  • Ability to work within a team while maintaining high individual performance standards. Must have ability to organize and prioritize efforts.
  • Experience navigating unique characteristics of communities and working in various community settings.
  • Strong organizational and time management skills.
  • Ability to respond effectively to the most sensitive inquiries or complaints.
  • Strong reasoning ability to apply principles of logical thinking in a wide variety of practical problems.

Salary Range $35,110.40-$43,284.80 based on experience.
